I know its a silly question but do you know the purpose of this rule? I am trying to think of reasons but cannot come up with on ethat makes sense. (maybe the reason doesn'y make sense)

The purpose of the rule is to be in compliance with statuatory licensing according to the terms of the DMCA.

The purpose of the DMCA is largely to attempt to maintain obsolete patterns of recurring revenue, not through any actual innovation but via legislation.  Such artificial constraints, suggested (or wrtten) by existing interests in the field, are then enacted by members of Congress who are often irrationally influenced by contributions to their campaigns.

Figured you would be the one to get me an answer :)

The practical reason is to keep some one from requesting a song then recording the song as it is played!

Ya I know yo could just record the entire show and edit out what you want anyway but no one ever said the DMCA is smart!

To stop someone creating a service where you request a song and it spawns an stream that is unique to you which streams the song to you, client side software could capture this. 

Well that's my guess.
